The dust has barely settled after the outcry over 14-year-old Polish model Monika Jagaciak being booked to headline Australian Fashion Week. And now an Australian magazine has come under fire for depicting a 16-year-old model topless.

Russh Australia is being investigated by the Classification Board after photos of Zippora Seven, one of New Zealand's most talked about up-and-coming models, were printed in two editorials this year.

The first, featured in the March issue, shows a topless Seven riding a horse. The most recent pictures, which are causing an even bigger uproar, show Seven and 16-year-old male model Levi Clarke in a bathtub together with bottles of champagne in the foreground. The premise for the shoot was inspired by Kate Moss and Johnny Depp in the early stages of their relationship and is entitled "We Got It Bad".

The Classifications Act prohibits the depiction of nudity and sexual activity of minors under 18.

Defending the shoot, Russh editor Natalie Shakur told the Herald Sun: "We believe Russh readers 'get it' in this narrative story. These are beautiful images of two young people in character."
